To remove the rev limiter on the agility, filly, people 50s Kymco mopeds, make a cut in the cdi box as shown in the image. There is a wire about 1/4" below the surface that gets cut. don't go to deep     You will be able to see the copper of the cut  wire, cut just enough to get through it.    http://www.scootertherapy.com
